Spoolsv.exe and Cannot delete an email

HHHHHElp me please!!! Spoolsv.exe is maxing out my resources and there's no help on the web. I am afraid my OS is corrupt and I will have to reformat everything. I've tried everything. I don't know what to do. Or, I can't delete an email [Outlook Express]. I can't compact my Inbox. My PC goes away and then after hours it tells me some other program is holding Inbox. I need all my emails. Help!

I get tons of emails per day. Besides the ones that want me to spend my money, some ask pretty darn good questions. Like for example, I get this all the time: “Am I safer today using my credit card online, than a year ago?” Or, “Should I be concerned using my credit card, in general?” So, here I will attempt to give a somewhat comprehensive answer to emails that are essentially asking the same, or similar, questions.
